Putting up the flag is something Mark Dulaney has always done.
"When I was growing up in Mississippi, my papa had a barn and put up a flag every morning," said Dulaney, 51, of Capitol Hill.
The habit stuck. Now, he keeps his flag a gift from a neighbor waving from his front porch almost year-round.
"I actually get shocked on the 4th of July when people don't have flags up, or on Memorial Day," he said. "It kind of concerns me that people aren't more patriotic."
